Jeff Sessions met with the Russian envoy during the 2016 GOP National Convention in Cleveland, Ohio, but he wasn't the only Trump campaign official to do so. Reportedly, J.D. Gordon and Carter Page also met with the Russian ambassador to the United States during the convention. It is unclear what the four men discussed, but it was reportedly "not uncommon" for campaign teams to have discussions with foreign diplomats.
Sessions later made a subtle but important clarification, after a mis-statement during his confirmation hearing before the United States Senate, he said that "[he] never met with any Russian officials to discuss issues of the campaign." Sarah Isgur Flores, Sessions' spokesperson, clarified his mis-statement further, "[h]e was asked during the [confirmation] hearing about communications between Russia and the Trump campaign—not about meetings he took as a senator and a member of the Armed Services Committee."
The meeting created quite a controversy because of Trump campaign officials' repeated denials of contacts with Russians.
